How the December wellness block affects payroll reporting

Why wellness expenses cannot be submitted in December, and how that shifts the cost into the next tax year's payroll.

In December, employees cannot submit a wellness (friskvård) expense report in CLVR. This is a Swedish tax rule, not a temporary outage: under Skatteverket's payroll routines, a wellness cost incurred in December must be registered in the following tax year. Because CLVR places an expense into a payroll month by when it is approved, blocking December submission keeps these costs out of the current year and lands them in the next year's payroll. This article explains what employees see and what it means for the reports you download.

What employees see in December

When an employee opens the upload flow and picks the wellness category during December, the details step changes:

  • A red Upload disabled notice appears explaining that, per Skatteverket's payroll routines, wellness expenses incurred in December must be registered in the following tax year, and asks them to submit the request after January 1st.
  • The Go to next step button is disabled, so the report cannot be submitted while December is in effect.

The block is tied to the wellness category only. Other benefit categories (for example healthcare) are not affected, so employees can still submit those reports as normal throughout December.

Note.

The block keys off the server's current month, not the date on the receipt. An employee browsing in December cannot submit a wellness report even for a receipt dated earlier, and the restriction lifts on its own once the new year starts.

Why the cost moves to the next tax year

CLVR assigns an approved expense to a payroll month by its completion date (when it was approved), so the tax year an expense belongs to follows the approval, not the purchase date. By preventing wellness submissions in December:

  • The wellness report is submitted in January or later.
  • It is reviewed and approved in the new year.
  • It therefore appears in a January-or-later payroll report, inside the new tax year.

This matches Skatteverket's requirement that December wellness costs be registered in the following year, and it means you will not see December wellness reports in the current year's payroll export.

What this means for your payroll reports

  • A wellness receipt an employee holds over from December shows up in the payroll report for the month it is approved in the new year, the same as any other approved expense.
  • The amount and how it is reported (förmånsvärde, social fees, deductible VAT split) follow the normal wellness rules once it is approved. The December block changes only the timing, not the calculation.
  • No action is needed from your HR team. The app enforces the block automatically; you do not switch it on or off.

Troubleshooting

  • An employee says they cannot submit a wellness expense in December. This is expected. Ask them to submit it after January 1st. The Go to next step button re-enables on its own in the new year.
  • It is December and an employee needs reimbursement now. Other categories are not blocked, so only wellness must wait. The wellness receipt is still valid; it is just registered in the next tax year.
  • A held-over wellness expense is not in January's report yet. Like every expense, it only appears once approved. Confirm it has been submitted and approved, then check the payroll report for the month it was completed in.
